On 30 January 2000, Mr. Patrick J. Balcazar organized the firm San Diego Project Management, PSC with the objective of providing engineering, management, and construction services to the industry in Puerto Rico. Mr. Balcazar, a former Corps of Engineer Officer for the US Army organized the firm to provide the same skills, knowledge and aptitudes acquired as a Director of Engineering and Facility Maintenance in the US Army to be applied in the construction and facility management market in Puerto Rico.
During the first six years in business, the firm dedicated itself in providing management and contract management services in the construction industry. The primary client was the Surety industry, who required engineering, management, and construction management services for contracts that were in default. San Diego Project Management, PSC performed over forty assignments in this area of management, and solved many contracts problems, using administrative methods (instead of legal methods) to successfully complete the contract. In some cases the completion was done at a savings to all the stakeholders in the contract.
In October of 2005, San Diego Project Management, PSC acquired its first construction contract as a designer-builder by constructing a home at MartineuBay, Vieques, PR. This contract was for the design and construction of a luxury home at one of Puerto Rico premier resorts.
In September 2006, San Diego Project Management, PSC recognized the benefits and opportunities available to Disabled Veterans, and Mr. Balcazar enrolled the firm as a Service Disabled Veteran Own Small Business. Since its enrollment in this program, SDPM has dedicated itself exclusive to providing facility maintenance service to the Department of Veterans Affairs by providing design, construction and maintenance service for hospital facilities in Puerto Rico and Florida.
